Healthcare in Lisbon: what visitors and residents should know

Lisbon is covered by several of the new Unidades Locais de Saúde, including ULS de Santa Maria in the north of the city and ULS de Lisboa Ocidental to the west, each pairing a university hospital centre with the surrounding health centres. Portugal restructured its health service on 1 January 2024: the five regional health administrations (ARS) were dissolved and replaced by 39 Unidades Locais de Saúde (ULS), each combining hospitals and health centres under one management. For non-emergency symptoms the national triage line SNS 24 (808 24 24 24) assesses you by phone and directs you to self-care, a health centre or an emergency department. EHIC and UK GHIC holders access state care on resident terms. Out of hours, pharmacies run a rota — the farmácia de serviço — posted at every closed pharmacy. Lisbon has changed faster than most European capitals in the past decade: a large influx of remote workers, digital nomads and new foreign residents has arrived alongside its established tourist flow, and many are in the country on visas that leave their health entitlement ambiguous — neither short-stay EHIC visitors nor fully registered SNS users. Registering with a health centre and being assigned a família doctor takes time these newcomers often do not yet have. The city's summers are hot and dry, and its steep cobbled hills and tram-worn pavements generate a persistent stream of falls and ankle injuries among visitors.
